Martin Millmore, PhD
CEO and Founder
Martin has worked in AI for over 10 years, working, across large tech such as Google, Meta and Oracle, as well as startups like Oxford Quantum Circuits and ValStream. He also has a doctorate in Particle Physics, having designed part of the Large Hadron Collider at CERN.

At Oracle, Martin founded Oracle AI Applications in 2015, building an expert team of engineers and data scientists to integrate artificial intelligence to Oracle’s business applications. This technology is now used by thousands of customers across Finance, Recruiting, Talent Management, Manufacturing, Sales, CRM and Marketing, bringing significant automation and efficiencies to their systems.
At Google, he was responsible for large-scale infrastructure, overseeing systems that manage the daily backup of 3 billion Android devices, as well as 1 billion daily WhatsApp backups. To this day, every new Android phone is set up using intelligent software from his team.
At Meta, he led a team that was responsible for user account protection, as part of a system that uses AI to determine users at risk of compromise and encourages them to improve security. He also worked on blocking bad actors, running a system with a throughput of 8 billion QPS (Queries Per Second). This system responded to AI detection of bad actors, banning them and blocking them from accessing content. During his time at Meta, he led his team through the start of their journey to using AI for coding, and for other business optimisation.
At Oxford Quantum Circuits (OQC), Martin had a hands-on role, architecting and building the OQC cloud, bringing Quantum Computing to the world through OQC’s own secure portal, as well as through AWS Braket. He also leant his PhD experience to build software that helped with the quantum processor designs, and ultimately became Head of Quantum Applications, where he worked with industry on real world uses of quantum computers. On the business side, he also formulated the company’s first AI policy, ensuring that uses of AI were compatible with the company’s growth goals and values.
At ValStream, as VP of Technology, Martin led the company’s evolution from manual programming to coding extensively using AI. He also drove the uptake of AI tools within the applications, to reduce document extraction errors by over 50%, and rolled out AI tools to non-technical users. These advancements were achieved within the highly sensitive aviation industry, maintaining a strict focus on safety, risk mitigation, and data privacy.
